The Community Policy Initiative (CPI) is an independent, nonpartisan public policy support organization that engages in comprehensive research to educate, propose, and support Delaware-focused legislation and policy. We focus on analyzing issues through an economic and racial justice lens. We believe when we uplift key ideas and opportunities, we can continue to improve our state.

So what does that mean?

We focus on two main areas:

  1. Preparing community members to be effective policy analysts and researchers (from beginners to advanced); and
  2. Supporting issue campaigns through fact sheet creation.

If you are unfamiliar with what an issue campaign is, they are groups of grassroots community members working to pass a specific policy. There are usually between 5 and 10 active issue campaigns, each of which has its own specific area of interest that they concentrate on, such as fair housing, police reform, Black maternal health, environmental justice, among other things. The issue campaigns often suggest and advocate for policy change that impacts their issue.

So where we do we fit in?

When an issue campaign wants to advocate for a policy change but they need more research to support their position, they can come to us. We research their issue and create fact sheets that can then in turn be used to educate the public and legislators about these issues.
